With over five decades of experience in pediatrics, behavioral health, addiction medicine, and clinical research, a graduate of West Virginia University with honors in Human Biology, she earned her M.D. from West University School of Medicine and later pursued a Master’s in Education from the Harvard Graduate School of Education. Her clinical training includes an esteemed residency and fellowship at Harvard Medical School and Massachusetts General Hospital, where she specialized in pediatrics and behavioral pediatrics.
Throughout her career, Dr. Milligan has held influential academic and leadership positions. She served as a Clinical Instructor at Harvard Medical School, a preceptor for Northeastern University’s Pediatric Nurse Practitioner Program, and a faculty member at the University of Miami School of Medicine. Her professional appointments span across the country, including roles as Medical Director at Lynn Community Health Center and Homestead Health and Wellness Center. She also served on numerous hospital boards and medical staff committees, championing quality care and ethical standards in community medicine.
Although her early career was rooted in academic medicine and research, Dr. Milligan chose to shift her focus to community-based family medicine and primary care. She believes medicine needs more integration and less specialization, and transitioned from pediatrics to family medicine because, in her words, “it was too hard to separate children from their families.” This holistic, relationship-driven approach led her to care for multiple generations within families—some for over four generations—making her a cornerstone of long-term, trust-based care in the communities she serves.
As Medical Supervisor at SMC Medical Center Inc and a valued partner of our research clinic, Dr. Milligan brings a rare blend of clinical expertise, academic rigor, and compassionate continuity of care. Her lifelong commitment to health equity, preventive care, and whole-person healing informs her leadership in research and practice. We are honored to have Dr. Janice Milligan contributing her wisdom, integrity, and patient-first philosophy to our team and mission.
